A qualified Navy SEAL officer and Commander in the U.S. Naval Reserves, O'Shea is a 1991 graduate of the Unites States Naval Academy. He voluntarily returned to active duty following the attacks on the World Trade Center on 9/11 and served with Special Operations CENTCOM Staff as a senior special operations advisor and planner during "Operation Enduring Freedom" and "Operation Iraqi Freedom."
O'Shea established and served as the coordinator of the Hostage Working Group (HWG) at the U.S. Embassy in Baghdad Iraq until April 2006. HWG was the U.S. Mission's primary planning facilitator, intelligence fusion node and coordinating element for all hostage-taking incidents in Iraq. He arrived in Iraq at the height of the hostage-taking campaign targeting foreigners that averaged more than 40 per month; by the end of his service, foreign kidnappings in Iraq were in the single digits with only one foreigner reported taken in each of the last two months of his tour.
